The objectives are:
- Development and dissemination of technology, oriented towards rural entrepreneurship and rural employment.
- Interaction with the Non-Government Organizations (NGOs), Community Based Organizations (CBOs) and S&T institutions for identifying problems, needs and demands from the area and creating a mechanism to provide the best possible S,T&M inputs in a comprehensive manner.
- Creating ethos to seek participation of professionally trained youth, institutions and senior 'experts' to this program.
- Participation of traditional craftsmen and artisans, farmers and service providers from rural areas in identifying bottlenecks in development and finding solutions.

- Glassware – Firozabad
- Perfumery – Kannauj
- Handloom Work , Chicken-Kari, Zardozi–Bhadohi, Lucknow, Banaras, Bareilly
- Encouraging innovation and fostering creativity, downsizing technologies as well as developing new ones through the participation of technical institutions as well as grass root institutions.
- Facilitating transfer of technologies identified based on the needs and demonstrating them in the field.
- Technologies for physically challenged.
- Inclusive Technology for vulnerable sections of the society. In order to fulfill the above objectives the activities that need to be taken up have been identified as:
- To set up a Knowledge Resource Centre at IIT Kanpur
- To facilitate entrepreneurship by setting up a Business Development & Support Cell (in coordination with SIDBI Centre of IIT Kanpur)
- To undertake, sponsor and facilitate projects
- To conduct specialized skills development and training programs
- To promote innovation by supporting pilot studies and field trials of new ideas
- To conduct workshops, seminars, awareness programs, develop database and disseminate information about the various technologies and services available locally, regionally, nationally, and internationally
While the scope of work could be national, the application focus would be on local problems.
