Achievements

  • Setting up the 'National Mission on Transformative Mobility and Battery Storage' at NITI Aayog.
  • Organized "Global Mobility Summit 2018" in New Delhi - a critical move forward for mobility transformation in India, inaugurated by the Prime Minister of India.
  • Member of the "Programme and Project Evaluation Committee" in International Solar Alliance (ISA) to develop an evaluation framework of programmes and projects, to evaluate all ISA programmes, evaluate effectiveness of stakeholder engagement and to develop future guidelines and methodologies for in-house evaluations.
  • Formulated and initiated new policies for the augmentation of power generation from renewable energy as Commissioner & Principal Secretary, New & Renewable Energy in the year 2011. Some of these are:
    (i) "MP Biomass Based Power Projects Policy'
    (ii) MP Small Hydro Power Projects Policy 2011
    (iii) "MP Wind Power Projects Policy, 2012" (iv) Solar Power Plants at Rajgarh under National Solar Mission
    (v) Monitoring of Remote Village Electrification
    (v) First Solar Power Plant for trading Renewable Energy in the country was started.
    (vi) Solar street.
  • Organized India Aviation, the Civil Aviation Air Show at Hyderabad in 2013 & 2015. In 2015, delegations from around 40 countries participated and it was inaugurated by the Hon. President of India.
  • Designed and implemented "AirSewa" the Public Grievances Portal and App to offer a convenient and hassle-free air travel experience and a mechanism for grievance redressal, airport Information etc.
  • Turned around India's largest helicopter air service company Pawan Hans Ltd. from its loss-making operations to a profit-making company in 2012-13 reaching its best ever performance and highest ever revenue & net profit in 2014-15.
  • Recognized as a prolific thought leader on Public Policy, Monitoring and Evaluation of Government schemes, e-vehicles and mobility/transportation related issues in various national and international events and was adistinguished speaker at WRI, World Bank Group event at World Bank Headquarters on Transforming Transportation.
  • Presently working as Group Head in a large conglomerate of private companies. Last assignment with the Government was as Principal Consultant & Mission Director - National Mission on Transformative Mobility and Battery Storage in NITI Aayog, the think tank of Government of India. Over three decades of working experience with the Government in Indian Administrative Service.
  • Prior to this, worked in NITI Aayog as Principal Adviser for Infrastructure Connectivity & Transport and Director General of Development Monitoring and Evaluation Office as Secretary to Government of India. Did more than five years in the Ministry of Civil Aviation at apex level including that of CMD Pawan Hans Ltd. for three years, Commissioner of Civil Aviation Security, Joint Director General of Civil Aviation, Joint Secretary etc.
  • With the State Government, held the positions of Secretary to the Government in various departments including Finance, Revenue, New & Renewable Energy, Commerce & Industries, Food Processing etc. Also worked as Commissioner of New & Renewable Energy, Commissioner of Treasuries, Commissioner of Industries & Commerce, and Managing Director of various PSU's including Renewable Energy Development, Industrial Development, Warehousing & Logistics, Agro Industries Development etc.
  • Served on the Boards of Optel Telecommunications LTD., Hotline Glass, Fujitsu Optel, National Information Technologies, Air India, Airports Authority of India, Delhi International Airport Ltd., Mumbai International Airport Ltd., Cochin & Bangalore Airports etc.
  • Worked for finalization of National Civil Aviation Policy and policy for Regional connectivity, which was subsequently finalized as UDAN. Represented India in various bilateral negotiations with Seychelles, New Zealand, Egypt, South Korea etc. Introduced smart phone identification for passenger entry at airport terminals in January, 2013 as COSCA. Initiated the process of private partnership in management and operation of the next set of bigger airports viz. Kolkata, Chennai, Lucknow, Ahmedabad, Jaipur and Guwahati. Handled the intricate issues of Operation, Management & Development Agreement (OMDA) of the privatized airports.
  • Represented India/led Indian Delegations to
    (i) ICAO Air Services Negotiation Event, ICAN-2014 at Bali, Indonesia
    (ii) Diplomatic Conference held at ICAO, Montreal to finalize and adopt a Protocol to amend the Convention on Offences and Certain Other Acts Committed on Board an Aircraft
    (iii) Air Show at Farnborough, La-Bourget, Moscow, Singapore etc.
    (iv) World Routes Conference at Chicago in 2014, Las Vegas in 2013 and in Abu Dhabi in 2012.
    (v) High Level Conference on Aviation Security (HLCAS) convened by ICAO, Montreal in September, 2012.
  • Worked for setting up the National Mission on Transformative Mobility & Battery Storage, as its founder Mission Director, worked closely with the concerned Ministries, Academia, Industry Bodies, Start-ups, Multi-lateral and Bilateral agencies, as well as State Governments to create the requisite eco system for Transformative Mobility. Leading the Government steps to incentivize proposed investments for setting up Giga-scale battery cells. My path breaking contributions to phased manufacturing programs, vehicle scrapping policy, alternate business models for energy supply to an EV, battery swapping for uptake of EVs, and a roadmap for demand creation of electric two wheeler, electric three wheeler, commercial electric four wheeler and intra-city electric buses are widely appreciated.
  • Signatory to Statements of Intent (SoI):
    (i) between NITI Aayog and the Ministry of Economy Trade and Industry (MEITY), Japan on establishment of Policy Dialogue on Zero Emission Vehicles,
    (ii)between NITI Aayog and Ministry for Ecological and Inclusive transition (MEIT), Republic of France, which was exchanged during the French President's visit to India in March 2018.
  • Has been a part of several international collaborations to foster cooperation between India and countries such as China, France and Japan on spearheading electric mobility. Part of the NITI Aayog delegation to 3rd NITI-DRC Dialogue on World Economic Prospects & China-India Economic Cooperation. Led Industry delegation from India to China EV 100 Forum and addressed the Summit 'Global Zero Emission and All Electric Vehicle'.
